Rose Sullivan

Rose is currently the Senior Director for Policy Impact at Freedman Consulting, LLC. She previously served as the Associate Director for Health Programs at the White House Office of Management and Budget (OMB). As the federal government’s chief healthcare finance official, she oversaw $1 trillion in spending and provided finance, management and policy oversight for a range of programs, including Medicare, Medicaid, the CMS Innovation Center and public health programs. Prior to her role at OMB, Rose worked at the U.S. Department of Health and Human Services (HHS) as Counselor to the Secretary and as Principal Assistant Secretary for Legislation. She also worked as a Special Assistant to the President in the White House Office of Legislative Affairs.
Before joining HHS, Rose led External Affairs for Gillette Children’s Specialty Healthcare, a non-profit, independent pediatric hospital. Rose also spent four years in private consulting, advising Fortune 500 companies, patient advocacy organizations and trade associations on key decisions related to policy and political strategy. In addition to her private sector experience, Rose worked for nearly 10 years in various roles for Senator Klobuchar—most recently as her Chief of Staff.
